The Rev. Jeffery Friend, pastor of Suburban Baptist Church on Chef Menteur Highway in New Orleans East, has seen storms before, but nothing like this one.

Friend said he does not have insurance, because the rising cost of disaster insurance in the city since Hurricane Katrina has made it too pricey for him to afford. “I’ve been riding on the grace of God up until this point,” he said.
